find life traffic volume in the hov line and the main line. that's a check of fox 5's on-time traffic. manhattan is slowly getting back on its feet following supersandy. the subway system will partially reopen. many victims on staten island say they're not getting enough assistance from agencies like me ma. food, clean water and gas are in short supply. >> local utility crews are heading north entothe storm zone. a large group of trucks are supposed to head out this morning from a staging area at national harbor to go to new jersey and new york. more than 70 trucks and 1,500 workers are part of this deployment. we'll be with them many the next few hours as they get ready to go. the hurricane search and

rescue team are helping victims. the federal emergency management agency activated the search and rescue team sunday. it's unclear how long they'll stay in new j. new this morning, d.c. major is anoubsing changes to fine from speed cameras. the mayor will be joined by police chief and another transportation officials at the wilson building at 10:30 this morning. the nationwide hunt for a virginia man has ended in montana. lawrence stewart who was wanted for targeting an exgirlfriend and police officers in staff ford county with pipe bombs was captured after a brief car chase with police. audrey barns has the story. >> reporter: staff ford county sheriff says his communication center was on the phone with dispatchers in montana as

officers pursued lawrence stewart. they disabled his vehicle with spike strips but he still refused to give up. >> he threw pipe bombs detonating as the pursuit was going. there was as we understand, tire deflating devices were activated, disabling his car. he abandoned his car and he fled with a handgun. >> stewart was taken into custody after a brief foot chase. local officials have been looking for him since tuesday for his involvement in three separate bombings at the home of a sheriff's deputy and a detective. they all had a role in his arrest for domestic violence against his live-in girlfriend at this mobile home in staff ford back in june. according to court papers the girlfriend requested and received a protective order against stewart. she writes, he punched me in the right kidney, choked and strangled me, pinned against the refrigerator with my feet dangling. tried to get away. he grabbed me from behind by the

neck and threw me to the floor. investigators believed he'd been planning to attack the arresting officers for months. >> it means we have somebody who's extremely dangerous that was probably going to continue to cause destruction and kill possible out of our society and out of our community today. it also puts our community at ease. especially our law enforcement community. >> more than 30 law enforcement officers and 50 agent from the bureau of alcohol, tobacco and fire arms were involved in tracking stewart down and capturing him. he'll be extradited back to virginia to face numerous charges. >> the public responded and our law enforcement partners rose to the challenge and took this predator off the street. >> investigators say stewart maintained a website and apparently used it to taunt police who were looking for him. an update now to several violent attacks in the district.

police have arrested two more men in connection with the eastern market beating that left a man severely beaten. police believe the group is linked to at least nine separate attacks. four days until election day and president obama is making up for the lull in campaigning because of the superstorm. the president was back on the campaign trail yesterday making appearances in wisconsin, nevada and boulder, colorado. tomorrow the president will be in manassas and will get a boost from former president bill clinton. mitt romney is launching his four day sprint to finish the tour. today romney starts in wisconsin and heads to ohio for a couple

of campaign rallies. both campaigns are waiting for today's big job report too. the monthly unemployment numbers come out later on this morning. economists are forecasting more than 1 hundred thousand jobs were added to the economy but they expect the rate to rise from september to october. still ahead, as the number of meningitis cases continues to grow, a new discovery made in connection to the pharmacy that caused the outbreak. and personal items of amy wine house come up missing from the house where she passed away.

rubber. it can damage the central nervous system and reproductive system. meningitis continues to grow spreading to 19 states. 377 people have fallen ill, 28 have died and now federal regulators found contamination in two more drugs tied to the outbreak. the search is on for the person who stole two of amy wine house's possessions. the wedding dress and a newsprint cocktail dress are missing from her home. the alleged theft was discovered during an inventory check. her dad just says it's sickening that someone would steal something with such sentimental value. it was supposed to be auctioned off for the charity to help children overcome their addictions. she died from alcohol poisoning. a scandal involving a new

former d.c. chairman brown. he pled guilty to campaign finance violations back in june. his plea agreement called for a sentence of up to 6 months but although his crime was pretty serious he deserves credit for accepting responsibility and cooperating with law enforcement. a new jersey lawmaker is on the hot seat this morning. the daily caller is reporting that bob do mendez says he paid two women for sex. they say they each received $100 instead of $500. a spokeswoman says they are not going to respond to a completely false accusation. me then dez has represented new jersey since 2005. first there were questions about lavish spending on travel and entertainment. now the airport authority is facing more criticism and it all revolves around problems in hiring and contracting.

excessive salaries, unjustified hiring bonuses and ineligible benefits. >> in a statement they said unfortunately a general lack of transparency and accountability and employee misconduct have jeopardized the public's confidence in the authority's ability to ethically manage its critical assets and complete the dulles rail project. >> we will use this as a tool in expanding our work to increase transparency, tlenthen governance and build public truck. >> he says the authority must change now but the president and chairman are institutes theft prevention policies in the future. passengers will be paying extra close attention to that flight safety video shown before takeoff. we'll show you why coming up
